Usability Rant :-)

One way of learning how to do something is to know how NOT to do it.  In that light, I'm going to share this small bit of frustration I came across today.

For my startup, I need to get a CA seller's permit.  I've never done this before, so I did a quick search.  The first result is a CA website, so I figure its the right destination.  Clicking on this result, I get taken to this page http://www.boe.ca.gov/info/reg.htm.  The page is the right destination; it has a lot of information on how to get a permit.  It explains how a permit can be gotten online or in-person.

Here's my complaint. In the screenshot shown, check out the section labeled 'Register Online'.  What's wrong with this section?  There's no link to the online location to register!  Now, you see the rest of the page has hyperlinks so the technology allows it and the author knows how to do it.  But as a user, I'm put into this dead end with no doorway to guide me to the next step. 

I could go on about this for a bit because it is so frustrating.  But I think that my point is clear enough.
